If you are still using manual submission to index your websites in search engines, it might take you weeks to see the result. I agree. Link popularity is vastly important as many search engines see inbound links as “votes” for your site. The more votes you have, the more likely your site is to be trusted and ranked highly.
Yup the number of links depends blog to blog. I was lucky, only 1000 links did the miracle for me. I got PR 2 due to those links.

It is important to get quality links back , but getting these links is not that easy.I think you need to push it again and again (leave good comments, post good content etc.)
